limit for individual senders in Exchange Online so that we don't have to
use HVE in that case?
I have implemented this with client credentials flow and it works fine
as long as I use - full_access_as_app in API permissions in Azure
portal. It grants tenant wide access to all mailboxes and
CustomResourceScope setting in exchange does take effect. Also, when I
